Commissioner Elvig noted he liked the idea of having Deputy City Administrator Nelson as the
point person.

Mr. Greeby stated that we have the opportunity to create the best return on all levels. We can
advance public good in times when projects of similar size will not be able to materialize. He
talked about different developments - public and private. This is exciting to create momentum
where if it was a strictly private venture, we may not be able to do that. This is something
different than the majority of what's happening.

b. Execute the Vision of Ramsey Town Center
i. Financial Measures
1. ROI
2. Tax base
3. That's the other piece of community.

Commissioner Elvig mentioned housing - we've talked about affordable housing and estates;
however, we did not have enough amenities to get estates here. If we get services here, we will
have different housing here, etc.

Mr. Cronk talked about apartments and transit.

VI. Concept Plan

Mr. Lazan stated that one of the concepts is we could keep the promise of keeping "your
Ramsey" - build this and yet you can still keep two acre lots, etc.

Mr. Greeby stated it's a great model to look at - the top ten best places to live. He talked about
what businesses will be thinking about.

City Administrator Ulrich stated he like the team's perspective about CVS.

Mr. Lazan stated it's one scenario.

Mr. Cronk did not feel there are any quick wins with a drug store. CVS will sign a letter of
intent. Their deals are not like they used to be. They are the only ones that ask to shear off

Housing and Redevelopment Authority/April 7,2010
Page 9 of 16
