5.15 Adopt Resolution #10-06-118 Authorizing 1St Partial Payment to W. Gohman <br />Construction Co. for Contract A Improvement Project #10-23 East Meandering <br />Commons Park <br />5.18 Report from Public Works Committee <br />1. Public Works Site Inventory: No action required. <br />2. Update on 161St Avenue & Armstrong Boulevard Pedestrian Crossing: Ratify the <br />recommendation of the PW Committee and allow staff to contact the owners to <br />inquire about expanding the site triangles. <br />3. Review City Policy regarding Neighborhood Speeding and Posting of Children at <br />Play Signs: Ratify the recommendation of the PW Committee and make no <br />change in the existing policy for not posting Children at Play signs. <br />4. Discuss Use of Plastic Pipe for Water Service Lines: Ratify the recommendation <br />of the PW Committee and continue with the existing City policy for copper service <br />pipes only on the outside of structures and to direct staff to keep looking at new <br />systems if there is a solution to locating and thawing them. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, McGlone, Dehen, Jeffrey, <br />and Look. Voting No: None. Absent: Councilmember Elvig. <br />6. PUBLIC HEARING <br />None. <br />COUNCIL BUSINESS <br />7.01: Request for an Interim Use Permit for Grading and Mining Activities at 7205 <br />Highway 10 NW and a Portion of the Adjacent Railroad Right-of--Way; Case of <br />BNSF Railway Company <br />Environmental Coordinator Anderson reviewed the staff report. <br />Councilmember Dehen asked if there had been an analysis of leaving the contaminate. He asked <br />once the soil was removed from the pond, why would the pond be filled in. He asked if it would <br />be advantageous to have a larger area and it might be possible to put the soil to other City <br />properties that needed additional soil. <br />Environmental Coordinator Anderson stated the recommended course of action was to remove <br />the contaminated materials. <br />City Council /June 8, 2010 <br />Page 5 of 9 <br />
