Councilmember Jeffrey introduced the following resolution and moved for its adoption: <br />RESOLUTION #10-06-124 <br />RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO COMPLETE <br />APPLICATIONS FOR A CHRP GRANT <br />WHEREAS, on February 17, 2009, the Office of Community Orientated Policing Services <br />(COPS) announced the availability of funding under the COPS Hiring Recovery Program <br />(CHRP); and <br />WHEREAS, the City of Ramsey was not selected and did not receive funding in 2009. <br />WHEREAS, the COPS Office is now considering our pending application for 2010. <br />WHEREAS, CHRP is a competitive grant program that provides funding directly to law <br />enforcement agencies having primary law enforcement authority to create and preserve jobs and <br />to increase their community policing capacity and crime-prevention efforts; and <br />WHEREAS, CHRP grants will provide 100 percent funding for approved entry-level <br />salaries and benefits for three years (36 months) for newly-hired, full-time sworn officer <br />positions (including filling existing unfunded vacancies) or for rehired officers who have been <br />laid off, or aze schedulexd to be laid off on a future date; as a result of local budget cuts; and <br />WHEREAS, there is no cap on the number of positions an agency may request, but awards <br />will be limited to available funding; and <br />WHEREAS, grantees must retain all sworn officer positions awazded under the CHRP grant <br />for a period of one yeaz (12 months) following the conclusion of grant funding; and <br />WHEREAS, staff is requesting authorization to complete the applications for a CHRP grant <br />for two officers. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That grant monies is available under the COPS Hiring Recovery Program. <br />2) That the City Council hereby grants Police staff authorization to compete the applications <br />for a CHRP grant for two officers. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Dehen and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Resolution #10-06-124 <br />Page 1 of 2 <br />
