5. COUNCIL BUSINESS <br />5.01: Consider Resolution Allowing the Police Department to Apply for Two <br />Officers through the COPS Hiring Recovery Program <br />Police Chief Way reviewed the staff report. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to adopt Resolution <br />#10-06-124 authorizing the Police Department to complete applications for a CHRP grant. <br />Further Discussion: Councilmember Look requested the Council keep in mind the cost <br />associated once the grant ran out. He stated he wanted communication going back to the officers <br />that the City did not want to be "nickel and dimed". Councilmember Jeffrey stated he did not <br />want to use a grant as part of the negotiation process. Councilmember Wise expressed concern <br />that it was difficult to cut public safety from the budget. Mayor Ramsey stated at this point this <br />-would lock the City up and it would be cost prohibitive to lay off an officer for budgetary <br />reasons. He indicated he was in favor of this initially when Nowthen was part of it. <br />Councilmember Elvig expressed concern that they would proceed with this and then end up <br />laying off officers and he did not want to do that. Councilmember Dehen asked if there was way <br />to have an officer for a fixed amount without having to pay unemployment. Deputy City <br />Administrator Nelson responded this would need to be researched. She indicated she did have <br />concerns about this however. Councilmember McGlone stated he would rather pay officers <br />overtime than hire new officers. Mayor Ramsey stated he would be in favor of applying for the <br />I grant, but will not probably be in favor of hiring an officer unless the budget looked a lot <br />different in September. It was Council's consensus that they were applying for the grant, but not <br />hiring for a police officer. <br />', Motion carried. Voting Yes: Mayor Ramsey and Councilmembers Jeffrey, Dehen, Elvig, and <br />', Wise. Voting No: Councilmember Look and McGlone Absent: None. <br />5.02: Consider Resolution Requesting Assistance from the League of Minnesota <br />Cities on the Minnesota Department of Natural Resources Statewide <br />Shoreland Rules Update Process <br />Associate Planner Gladhill reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember Look, to approve the Resolution #10- <br />06-125 requesting assistance from the League of Minnesota Cities on the DNR statewide <br />shoreland rules update process. <br />Motion carried. Voting Yes: Mayor Ramsey and Councilmembers Look, Dehen, Elvig, Jeffrey, <br />McGlone and Wise. Voting No: None. Absent: None. <br />5.
