Proposed MRCCA, Land Use Districts <br />• What is meant by "more restrictive stormwater management'? Will the rules <br />further restrict imperious surface? If so, how will existing property owners be <br />impacted?. <br />• What is meant by structure heights will be lower than in other districts? Does <br />this mean that homes in the E district (perhaps across the street from homes in a <br />C district) can be taller than homes on riparian (or District C) properties? Most <br />zoning ordinances use the same height standards for all homes. <br />• What would be allowed for shoreline stabilization? Given the fully developed <br />character of the proposed C Districts, bank stabilization should allow for a variety <br />of materials that would be installed using the appropriate best management <br />practice. <br />• Seasonal docks should be permitted. <br />• Should add to the description: 'where practical, access to the riverbank should be <br />the norm'. This would be consistent with the fully -developed residential use of <br />the district. <br />D, This district includes specific historic downtown areas where the <br />developed landscape extends to the shoreline with predominantly mixed <br />uses and, frequently, small lots. Controls should focus on protecting historic <br />and cultural resources, limiting height of new structures to ensure <br />consistency with the surrounding land uses, and managing stormwater. <br />Shoreline vegetation should be preserved or reestablished. <br />Limiting height may limit redevelopment opportunities. <br />• Limiting height may not always be consistent with the existing surrounding <br />character. <br />• Does this aim to preserve the existing shoreline vegetation or does it require a <br />change in vegetation. <br />• How and why is regulation of an existing downtown area different from <br />regulations for the urban areas of Minneapolis and St. Paul? <br />E, This district includes non -riparian lots separated from the river by <br />distance, development and/ora transportation corridor, Developed lands <br />exist between this district and the river, and the land in this district is not <br />readily visible form the river surface or opposite bank. Standard building <br />height and storm water management and erosioncontrol will apply. <br />31 <br />
