2008 Buxton Company Studk
The Buxton report focuses on the retail market segment only. Buxton worked with the EDA to detail and
verify the retail trade area for Ramsey (12-minute drive time) to gather socioeconomic data within the
trade area. The objective of this exercise was to define who we are from a retailer's point of view.
Buxton looked specifically at all of the households within the trade area and their individual buying
habits. Buxton compiled data on credit card purchases, magazine subscriptions, reward cards, channels
people buy or have as part of a package, and all of the demographic data as well. Once all of the data was
compiled, Buxton cross-referenced it with their database of retailers and see which retailer's requirements
match Ramsey's trade area buying habits. Staff and EDA members then went through the list to pick
which retailers the City wanted to target to try to come to the community utilized the marketing packages
assembled by Buxton for retailers we have chosen. This proposal breaks the trade area down into
household segmentations (group types), demographic breakdown, and it provides a leakage analysis for
each site.
The Rum River Commercial Node has a trade area with 14,733 households. The population growth in this
trade area is fairly slow; only projecting an increase of 3,100 between 2007 and 2012. Several businesses
that showed as being a match for this location also matched for the Town Center location. _Since the
Town Center site is already connected to sanitary sewer and water, the cost of development may
predispose those businesses to locate there.
EDA Action:
Based on discussion.
Reviewed by:
Deputy City Administrator
EDA: 07.08.10
Attachments:
A) HKGi Land Use Concepts
B) Proposed 2004 Comprehensive Plan Amendment (not approved)
C) Water Tower #3 Land Use Analysis
