He stated. that the City agreed to pay the costs associated with the storm sewer and one-half'of the road project, The project was assessed with the. estimated 'construction costs of $225,519.00 plus overhead costs. The final constructions costs were only $219,002.33, which is a difference of $6,517.57. He'stated `that resident, Del Howe has contacted the City and indicated that a number of property owners had expected their driveways would be paved up to the new road as part of this project. He,referericed the feasibility study that is consistent with past policies and did not cover driveway paving costs. He stated that there are 8 driveways that are still unpaved or have a gap in thepaved connection from their driveway to the road, Del. Howe, 16471 Sapphire Street, stated that there were some residents in the area who paid to pave their own driveways and connect them to the toad. He stated that he has 'a concrete driveway and expezienced damage to the end of his driveway during the constructio.'n process, which ho has paid to replace. He stated that there arc still at least 2 driveways that have a gap between their paved driveway and Welcomes Road. He stated that the residents understand that there is money left over from the amount that they have already been assessed and feels it woald be appropriate to use this money to address the gaps. Councilmember Dehen'stated 'that he doesn't feel ~it makes sense to have a gap between the driveway and the road•because the Ciry is trying to reduce or eliminate the amount of dirt and rock that is coming onto the roadway. He stated, however, that if the driveways are not paved already, he is unsure if the City should pay for this cost. He asked how much of a gap there was between the driveways and the road. ~ ~ . Mr. Howe stated that one driveway has a gap of about 6 or 8 feet. and the other is around 10 feet. Mark Steinbrecher, 16421 Sapphire Street, stated that his driveway has a gap, but there is a a- foot drop from his concrete driveway back down to the road, so asphalt will not take of the problem because it will just break, because he drives an 18 wheeler. He stated that the shoulder area was filled in nicely, but it has notbeen packed down and is concerned that the material will end up in his yard after snow plowing begins. Chair E1vig stated that this seems to be the appropriate time for the City to'6onsider a policy.on paving driveway aprons for this type of project. He suggested that the City consider paving the first 9 feet of the driveway apron. He stated that this should be included in the feasibility study. He stated that he agrees with the comment made by Mr. Steinbrecher and his concern about the shoulder material because there was work done behind his property that looked good for a few Public Worlcs~ Cammtttee Il~'ovember 20, 2007 Page 2 of 4 19
