CONSENT # s ~ <br />REPORT FROM FINANCE COMMITTEE <br />By: Diana Lund, Finance Officer <br />Background: <br />The Finance Committee met on Tuesday, June 22, 2010, and discussed the following case: <br />CITIZEN INPUT <br />There was none. <br />APPROVE AGENDA <br />Motion to approve the agenda as submitted. <br />Case #1: Residential Curbside Recycling Contract <br />Background: <br />State Statues require that residents, including both single family and multifamily residents, have the <br />opportunity to recycle, either by access to a recycling drop-off center, or a curbside collection of <br />recyclables. Ramsey has satisfied this requirement by offering curbside collection. The City cursently <br />contracts with ACE Solid Waste for the curbside collection. This five-yeaz contract is due to expire on <br />December 31, 2010. <br />Environmental Coordinator, Chris Anderson, presented to the finance committee three options the city <br />could consider regarding recycling service: I. The current recycling contract with ACE specifies a <br />renewal period of two additional years at the city's option subject to mutual contract amendments <br />proposed by the city/and or ACE and a negotiated unit cost prior to granting the renewal; 2. Draft an RFP <br />for consideration for contracted curbside recycling services; 3. Shift entirely from a contracted service <br />for curbside collection to an open hauling system, with residents being able to select any city licensed <br />hauler for recycling service. <br />The finance committee were all in agreement on a two-yeaz contract extension with ACE. The reasons <br />being were that the cursent system was working well, ACE provided good service, people did not like <br />change, and staying with one hauler would mean fewer trucks on the road. The RFP option and self- <br />hauling option were also discussed. The RFP option, which gave the option to go back to ACE for atwo- <br />year contract extension if the RFP's were rejected, was deemed not viable as there was no need to spend <br />extra funds for an RFP for something that was already working. There was no agreement for the self- <br />hauling option. The cursent system of an every two-week pick up and a separate container is working <br />well <br />Motion was to recommend that the City Council go with ACE for another two years on the contract. <br />Action: <br />
