Staff can prepare a right of way plan, based upon Council direction on a chosen alignment, and submit to MnDOT for response. Such a plan would need to show a proposed alignment, grades, typical section and proposed right of way limits. A neighborhood meeting can also be scheduled to outline the City's intended approach to implementing this roadway connection. Attached are two alignment options that the previous iterations were narrowed down to based upon discussions with the PW Committee. Staff is requesting direction on whether to advance a preferred alignment to a right of way plan for State Aid review, or to meet with the residents and report back to Council on the discussions prior to deciding on an alignment. Funding: Funding to advance a right of way plan and/or schedule a neighborhood meeting will be handled with staff time. Reimbursement for this level of planning would not be allowed through State Aid, but engineering and final design would be eligible once the plan is approved. Staff Recommendation: Staff recommends the eastem alignment option be advanced for preparation of a right of way plan and that concurrent neighborhood meetings be held with the appropriate residents, but it may be advantageous to keep all options on the table and gather resident input prior to deciding on the final alignrent. Council Action: Motion to approve the eastern alignment for the extension of Variolite Street into the COR and preparation of a right of way plan to be submitted for State Aid review. -and- Motion to direct staff to hold a neighborhood meeting with the residents that would be affected by this roadway extension to gather their thoughts and input. -or- Motion to direct staff to hold a neighborhood meeting with all residents in the area and report the findings back to the Council prior to deciding on the final alignment and initiating the required right of way plan.
