WHEREAS, the Proposed Regulations also consider the merger of shoreland rules and <br />Wild and Scenic River regulations and attempt to provide for additional flexibility in design; and <br />WHEREAS, if adopted as the final rules for shoreland districts throughout the State, the <br />City would be required to update City Code Chapter 117, Article II, Division 4, Subdivision V in <br />order to be consistent with updated rules; and <br />WHEREAS, the proposed regulations would require additional processes to be <br />completed, especially in terms of storm water management, in order to recognize densities and <br />lot sizes as provided for in the City of Ramsey Comprehensive Plan and achieve densities as <br />approved by the Metropolitan Council; and <br />WHEREAS, the City would like to review if the proposed rules would be the usurpation <br />and pre-emption of all local government decision-making authority for land use within the wild, <br />scenic and recreational rivers and all other shoreland areas, contrary to M. S. 462.357. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, <br />That the Ramsey City Council herby requests that the League of Minnesota Cities <br />become actively involved in assisting cities to review those portions of the Proposed <br />Regulations that may seek to limit or remove local government land use decision-making <br />authority granted them under M. S. 462.357 and other various Minnesota State Statutes. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Look, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Councilmember Look <br />Councilmember Dehen <br />Councilmember Elvig <br />Councilmember Jeffrey <br />Councilmember McGlone <br />Councilmember Wise <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />and the following were absent: <br />None <br />Resolution #10-06-125 <br />Page 2 of 3 <br />
