Board Member Levine introduced the following resolution and moved for its adoption: <br />RESOLUTION #10-04-088 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0866 RELATING TO A <br />REQUEST FOR A VARIANCE TO THE MINIMUM FLOOR AREA RATIO (F.A.R.) OF <br />0.25 AND MAXIMUM SURFACE PARKING LOT STREET FRONTAGE OF TWENTY- <br />FIVE PERCENT IN THE TC-3 SUB-DISTRICT. <br />WHEREAS, Allina Health System, hereinafter referred to as "Applicant," has properly <br />applied for a variance from City Code Section 117-118(c)(2), regarding minimum floor area ratio <br />(F.A.R.) and maximum surface parking lot street frontage in the TC-3 Sub-district of Town <br />Center on the property legally described as follows: <br />Outlot FF, Ramsey Town Center Addition, Subject to Easement of Record, Anoka <br />County, Minnesota <br />or upon recording: <br />Lot 1, Block 1, Town Center 14th Addition, Anoka County, Minnesota <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ADJUSTMENT OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Board of Adjustment conducted a public hearing pursuant to Section 117-53 of the <br />Ramsey City Code on April 1, 2010, and that said public hearing was properly advertised, <br />and that the minutes of said public hearing are hereby incorporated as a part of these findings <br />by reference. <br />2. That the proposed Lot 1, Block 1, Ramsey Town Center 14th Addition is zoned Sub-district <br />TC-3, and is approximately three (3) acres in size. <br />3. That the Subject Property is zoned TC-3. <br />4. That the City has received a site plan application from the Applicant to develop a new <br />medical office and clinic facility on the Subject Property (the "Site Plan"). <br />5. That § 117-118(c)(2) establishes a minimum floor area ratio of 0.25 (the "F.A.R."). <br />6. That §117-118(d) incorporates the Ramsey Town Center Development Guidelines as <br />reference into City Code, which establishes a maximum street frontage for surface parking <br />lots of 25%. Said section further states that these standards are not intended to restrict <br />creativity in design and that an applicant may request a modification of waiver of any <br />standard in favor of an alternate approach that will achieve the same design objective. <br />
