Case #~ <br />CITY COUNCIL WORK SESSION <br />Topic Report: CONSIDER DEMOLITION OF PROPERTY LOCATED <br />14550 ARMSTRONG BLVD. (FORMER OASIS MARKET) <br />By: Amber G. Miller, Planning Manager <br />Background: <br />As Council is aware, on July 13, 2009 the City of Ramsey approved the inter-fund loan resolution which <br />allowed the City to reimburse Anoka County for the acquisition and relocation expenses for the purchase <br />of the property located at 14550 Armstrong Blvd., commonly known as the Oasis Market. This was <br />funded through the Public Improvement Revolving Fund reimbursed by TIF Districts 1 & 4. <br />The property finally closed on April 20, 2010. To date, Council has not discussed what they would like to <br />see done with the property. It has many of the same characteristics as the former Holiday Station, so the <br />Council may wish to consider a similar arrangement. The adjacent property owner, Wiser Choice Liquors, is <br />interested in maintaining the property in lieu of rent once the building has been demolished. The area where <br />the building is located would be seeded and the adjacent property owner would be responsible for mowing as <br />well as seal coating and maintaining the parking lot. Access on Armstrong would remain. <br />The City Council should consider the following options and direct staff accordingly. <br />1) Market the property for lease. <br />2) Demolish the property with funding from TIF District 4, remove the asphalt and seed the lot, keep <br />sign. <br />3) Demolish the structure and enter into an agreement with the adjacent property owner as described <br />above (this agreement would come back before Council for approval). <br />Funding Source: <br />City Funds/TIF funds <br />Recommendation: <br />Demolish the structure and enter into an agreement with the adjacent property owner as described above <br />(this agreement would come back before Council for approval). <br />CC Action: <br />Instruct Staff to proceed with demolition of the structure and work with the City Attorney on an <br />agreement with the adjacent property owner for parking and maintenance. <br />
