Commissioner Ramsey asked about the WNW Wetland mitigation to which Mr. Olson replied <br />that's existing. If we impact them today then we get thrown into new wetland permits, which <br />takes all mitigation done so far - it is more expensive and we can do that with the same permits. <br />Mr. Himmer added that what is in green on the exhibit is impacted already. We are not obligated <br />to go forward with any of this. <br />Commissioner Dehen inquired what is our purpose to which Mr. Himmer responded to close out <br />the existing permit and open up as much space as possible. To do the WNW mitigation, we <br />would have to pull another permit. <br />Commissioner Elvig stated that we feel there will be big box development -and talked about the <br />difficulty in marketing the property. <br />Director of Public Works Olson stated that we want to close the existing permit out today and we <br />will be doing it under the old rules and noted that we would be mitigating for the impact of the <br />green area on the exhibit at a cost of about 50 cents per square foot. <br />Discussion ensued relating to the costs. Mr. Himmer stated we will be paying $2.00 for the <br />WNW area until these credits are gone but to close out the existing permit, we can go out for the <br />50 cents. <br />Commissioner McGlone stated he objected to closing out all the permits and opening up <br />everything in green (on the diagram) for development and then at a later date we will still have <br />mitigation to do. He asked if we can mitigate within our own City. <br />Mr. Himmer replied we will be able to piece it together to bring numbers down to buy credits. <br />Director of Public Works Olson introduced Tony Kaster from URS. <br />Commissioner Dehen talked about what would count and gave an example of the one by <br />Walgreens in Anoka. <br />Tony Kaster, URS, stated that would not count anymore. <br />Commissioner Elvig stated he is concerned about the spending - taking a business that wasn't at <br />fault for this failing. <br />Mr. Himmer stated we can authorize funds to come out of that dashboard. <br />Vice-Chair Jeffrey asked do we keep borrowing money from ourselves until the funds come in, <br />and, if so, where are we funding this from. <br />Housing and Redevelopment Authority /June 1, 2010 <br />Page 3 of 6 <br />
