vegetation management or re -vegetation standards that would be more applicable to areas of <br />concentrated riverfront use. <br />•_ The rules should include a tiered approach for regulation of the shoreland. <br />• The rules must allow for flexibility in using various methods of stormwater management and <br />erosion control (i.e. riprap, stormwater structures, etc.) <br />• Roadways cut across all districts. There are safety reasons and capacity needs for modifying the <br />roadways. As such, the districts need to accommodate roadway needs. <br />• When county and state road agencies make changes, they are required to go through a <br />comprehensive environmental review process. This process should be sufficient for protecting <br />resources in the MRCCA area. <br />Specific District Comments <br />This document is in response to the proposed MRCCA Land Use Districts v. 5.5 (06/07/2010 draft). The <br />proposed district language is shown first in italics and is followed by comments developed from meetings <br />with the 7 most northerly communities' and Anoka County. <br />A. This district is limited to specific publicly -owned park lands adjoining or readily visible from <br />the river. These areas generally have vegetation in a natural state, and do not include urban riverfront <br />parks with visually dominant constructed features such as plazas, bandshells or parking areas. These <br />lands will be subject to restrictive vegetative management standards; structures will be lower in height <br />than in other districts and screened from the river unless a waters -edge location is essential 2 <br />Comments and Questions: <br />• The description states publicly owned land. The map of Anoka includes private land in the area <br />shown as District A. Should this simply say `land'? Do you intend regulation of private land that <br />isn't open space? In Anoka, should there be a strip of land along Hwy 10, including the privately - <br />owned former manufactured home park, that should be designated differently? (We would <br />suggest F based on the current zoning.) If it is not changed, how does this designation affect <br />redevelopment on the former manufactured home park site? <br />• The Anoka A area is also a recent recipient of a Transportation Enhancement Grant for a joint <br />trail project with the City of Ramsey. How will the restrictive vegetation management standards <br />affect implementation of that grant? Will additional costs be incurred? <br />• What constitutes `restrictive vegetation management? Will the restrictive vegetation management <br />compromise the safety of trail users? <br />• How will District A designation impact trail usage and visibility to the river from the trail? <br />• Will vegetation removal be allowed for trail development or could trail construction be allowed <br />through an approved management plan? <br />• How does this designation impact vegetative management in the park? <br />' Anoka, Brooklyn Park, Champlin, Coon Rapids, Dayton, Fridley and Ramsey. . <br />108 <br />
