City of Ramsey Impacts <br />The DRAFT rules appear to focus much on surfacewater management and provide for exceptions from <br />minimum lot size and density standards in certain circumstances when a proper surfacewater management <br />plan exist. The City has an approved surfacewater management plan the City Staff assume will suffice <br />for this requirement. <br />There are references to restricted vegetative cutting and vegetative buffers that may not be in line with <br />past City Council implemented policies. <br />The DRAFT rules may include reclassification of water bodies, including those not currently included in <br />the existing rules. <br />The DRAFT rules seem to encourage the use of non-traditional lot and block subdivision and focus on <br />conservation subdivision through planned unit development (PUD) processes. This shall not be construed <br />as the same cluster subdivision ordinance previously repealed by the City. The proposed process must <br />include areas of permanent protection. The use of this process is not required, but is offered as an option <br />for flexibility in development standards whileproperly managing stormwater and mitigating impacts to <br />shoreland areas. <br />In addition, the Shoreland Rules include a proposal to merge with Wild and Scenic regulations. Again, <br />the DRAFT is not included in this report due to its size. However, a summary table of proposed rules is <br />included in this report as Appendix C. <br />136 <br />
