Memo <br />DATE: <br />TO: <br />FROM: <br />RE: <br />July 29, 2010 <br />Ramsey Planning Commission <br />Community Development Staff <br />Staff Update <br />CASE # 5 <br />City Council Update. The following is a brief summary of actions taken in July that may be of interest <br />to the Planning Commission: <br />Joint Meeting with City of Anoka. The City Council met on Monday, July 12th in a joint work session <br />with the City of Anoka City Council. Both cities provided updates of various issues, including current <br />DNR rulemaking and a proposed transmission line, as it relates to future land use planning efforts. <br />Ordinance to Amend City's Sign Regulations. The City Council introduced the ordinance to amend the <br />City's sign regulations on July 13th, and adopted the ordinance on July 27`s. <br />Request to Enter Into. an Encroachment Agreement to Allow a Detached Accessory Structure Within a <br />Drainage and Utility Easement. The City approved the agreement for 15370 Xkimo St NW. <br />Purchase Agreement with River's Bend Holdings, LLC. The City met in Closed Session to discuss the <br />executed Purchase Agreement. Available feedback will be made available at the Planning Commission in <br />accordance with Open Meeting Law regulations. <br />Final Plat Review of River's Bend 5th Addition. The City approved the Final Plat of River's Bend 5th <br />Addition related to the Purchase Agreement with River's Bend Holdings, LLC. <br />Memorandum of Understanding Between the City of Ramsey and Anoka County in Regards to the Rum <br />River Central Regional Park 'in -holding parcel' at 18055 Roanoke St NW. The City Council postponed a <br />decision on a proposed Memorandum of Understanding related to fmal approval of the 2030 <br />Comprehensive Plan. The City Council previously denied a request to guide the parcel as future park in <br />order to be consistent with existing regional plans. In this case, the 2006 Anoka County Parks Plan shows <br />the parcel as a future acquisition as a carry-over from their 1996 Parks Plan. This plan is a conceptual <br />plan and does not authorize Anoka County to acquire the parcel and did not require direct notification to <br />the property owner. Much like the City must amend its Zoning Code, the official legal instrument for <br />zoning in the City, the County must amend the Parks Master Plan in order to be official. This process <br />would include proper public hearings and notifications. The intent of the MOU is to document an <br />agreement to work collaboratively towards a fmal decision on the future land use on the parcel, whether <br />that be noted as a potential future acquisition or not, and allow the 2030 Comprehensive Plan to complete <br />fmal adoption without indicating the parcel as future park on either the Future Land Use or Zoning Map. <br />The Draw (formerly East Meandering Commons) Officially Opens New Am)rhitheater.
