CASE #: p� <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVERS BEND BLUFFS; <br />CASE OF RIVER'S BEND HOLDINGS, LLC <br />By: Tim Gladhill, Associate Planner <br />Background: <br />The City of Ramsey has submitted a Sketch Plan application to replat Outlot B of River's Bend <br />5th Addition into two buildable lots to accommodate a high density residential development <br />entitled the Transformation House. <br />Notification: <br />No public hearing is required for a minor subdivision, however, property owners within 700 feet <br />were notified of the minor plat in accordance with City Council policy. A Public Hearing was <br />also noticed in reference to a variance to parking lot standards. <br />Observations: <br />The Subject Property is approximately 4.78 acres and is zoned R-3 Residential which <br />accommodates high density residential developments with net density between seven (7) and <br />fifteen (15) units per acre. <br />No new accesses are proposed as part of the minor subdivision at this time. Additional accesses <br />will be required on Xkimo St NW as part of a Site Plan application for proposed Lot 1. The City <br />has received a Site Plan application for the Subject Property from John C Weicht and Associates, <br />LLP to be reviewed separately from this case. <br />Drainage, grading, utility, and landscape plans will be reviewed as part of the Site Plan <br />Application submittal for proposed Lot 1, as well as the Final Plat submittal. The Sketch Plan <br />indicates a flood plain boundary at the top of the river bluff The boundary of the flood plain is a <br />general boundary at this time, and will need to be delineated based on the elevation indicated on <br />the Flood Insurance Rate Map (FIRM). Staff anticipates this boundary will be shown further east <br />once delineated. <br />The application was forwarded to the Minnesota Department of Natural Resources (DNR) for <br />comment. The DNR finds the request generally acceptable and finds the unique topography of <br />the site, which hides the building from any sight lines, results in no major objection to the site <br />plan or moving the site closer to Xkimo Street. <br />The Applicant has provided a massing plan for future Lot 2, which appears may require variances <br />to construct. The City does not guarantee that the massing plan indicated will able to be <br />approved and makes no guarantee that any variance will be approved. <br />17 <br />
