Attachment C <br />7550 Sunwood Drive NW • Ramsey, Minnesota 55303 <br />City Hall: 763-427-1410 • Fax: 763-427-5543 <br />www.ci.ramsey.mn.us <br />July 29, 2010 <br />John C Weicht & Associates, LLP <br />Attn: John Weicht <br />PO Box 368 <br />Elk River, MN 55330 <br />Re: Site Plan Review for Transformations House <br />Dear Mr. Weicht; <br />We are in receipt of a site plan submittal to develop a residential treatment center for <br />chemically dependent residents on east side of Xkimo Street, just south of 142m Avenue. <br />We are in receipt of a grading, drainage, erosion control- and utility plan dated July 29, <br />2010 and a details plan dated July 1, 2010 prepared by Oliver Surveying & Engineering, <br />Inc., and a landscape plan, floor plan and elevation plan prepared by Paul Myer <br />Architects, Inc. dated July 6, 2010. We offer the following comments: <br />General: The subject property is approximately 3.0.8 acres in size and is proposing <br />thirteen (13) dorm -style units. According to an email dated July 21, 2010, the Subject <br />Property has a net buildable area of 2.43 acres subtracting only bluffs and wetlands and a <br />net buildable area of 1.54 acres subtracting steep slopes, according to the proposed site <br />plan. This results in a range of 5.35 units/acre to 8.44 units/acre. The gross density is <br />proposed to be approximately 4.2 units per acre. City Staff will need to review the <br />appropriate net density prior to City Council review. <br />Zoning: The subject property is currently zoned R-3 Residential district, which is <br />intended to accommodate high -density residential units greater than 7 units per acre, but <br />Iess than 15 units per acre. Multiple -family dwelling units are a permitted use within this <br />district. <br />The Subject Property is also in the Wild and Scenic River Overlay District. The request <br />has been forwarded to the Minnesota DNR for comment. The DNR does not have any <br />major concerns with the request, but would ask for the preservation of as many oak trees <br />as possible and bluff stabilization is of key importance. <br />Lot Coverage: The maximum impervious surface coverage in this district (including all <br />structures, surfaced roads, parking lots, and other impervious areas) is 30 percent. The <br />proposed site plan indicates an impervious coverage of 14.6 percent. <br />34 <br />
