The NPS provides funding assistance to local, regional, and state agencies, encourages LGUs to
meet critical area standards and incorporate voluntary MNRRA policies into plans while
providing stewardship, education, interpretation, and historical and cultural resource protection.
The Metropolitan Council reviews plans for consistency with regional policies, BO 79-19, and
MNRRA policies and submit recommendation to DNR, and provides technical assistance to
LGUs adopting or ainending plans.
Ramsey must adopt approved plans and ordinances, and administer and enforce ordinances in
accordance with BO 79-19.
Should the DNR adopt revised rules to the MRCCA, the City would be required to amend its ordinances
to be in substantial compliance with the revised rules. The City would be responsible for administering
and enforcing the new rules through its ordinances.
Areas Impacted by MRCCA
The MRCCA is an area along the Mississippi River that stretches from Ramsey/Dayton in the northwest
metropolitan area to Hastings in the southeast area. An overlay district currently exists that impacts
properties along the Mississippi River in Ramsey; as depicted in the figure below.
95
