SOLICITATION FOR OFFERS -OFFICE CAMPUS <br />By: Darren Lazan, Development Manager <br />BACKGROUND: <br />There has been considerable discussion over the last year on the effort to attract office campus <br />users to the City of Ramsey, and specifically The COR. The development team has <br />contemplated the idea of a concerted effort to reach and attract a user of this class to the project, <br />and the best means to accomplish this. <br />Attached for your consideration is a very rough draft of a Solicitation for Offers (SFO) to <br />articulate this effort and reach out to the statewide office community. This effort would require <br />substantial subsidies to attract a significant user, so we have listed the potential menu of options <br />for your consideration. It is NOT intended that these subsidies be offered in total, but simply to <br />begin the discussion on what tools may be in play, and assess the HRA desire to use these to <br />attract a quality office user. <br />Based on this feedback, we would propose to refine this document/process and return for your <br />approval. <br />DEVELOPMENT TEAM RECOMMENDATION: <br />The development team asks the HRA consider the draft SFO and provide feedback on; <br />^ Value of large office campus <br />^ Potential user focus <br />^ Proposed incentives <br />^ Scope of effort <br />HRA ACTION: <br />None -discussion only. <br />ATTACHMENTS: <br />• Draft SFO <br />Reviewed by: <br />HRA Executive Director <br />\, f "~7 <br />/ 7 +F 4 <br />HRA: .09.10 <br />
