<br />CASE#7.()lj <br /> <br />ADOPTION OF AN ORDINANCE AMENDING CHAPTER 54 OF CITY CODE, <br />RELATED TO AN EXPANDED AREA FOR RESTRICTED ROLLER DEVICE USAGE <br />WITHIN THE TOWN CENTER DISTRICT <br />By: Tim Himmer, City Engineer <br /> <br />Background: <br /> <br />With construction of the new COR park nearing completion, including the amphitheater space, staff has <br />reviewed the allowable use of roller devices (bicycles, skateboards, rollerblades, etc.) within the Town <br />Center District. Many times during construction the contractor and staff have witnessed youth using the <br />amphitheater and surrounding areas as a skate park. Much investment was made within this new park, <br />and at the Alpine Park skate park, and restricting unauthorized usage of roller devices within public <br />gathering spaces gives the police the enforcement power they need to protect the City's substantial <br />investment, and deter potentially hazardous activities. <br /> <br />Recommendation: <br /> <br />Staff recommends that section 54-2 (a) of City Code, related to an expanded area for restricted roller <br />device usage, be amended as follows: <br /> <br />Purpose and intent. The purpose of this section is to protect public health and safety stemming <br />from the use of roller devices in the pedestrian-oriented Town Center District. The city council finds that <br />operation of such roller devices in areas of T own Center creates unnecessary potential danger to either the <br />user of such device or the general public; and that the use of such device may cause destruction of <br />property in the areas described as: west of Ramsey Boulevard, south of Sunwood Driyc Bunker Lake <br />Boulevard, east of Armstrong Boulevard, and north of the Burlington Northern-Sante Fe Railroad tracks. <br /> <br />This proposed ordinance amendment was introduced at the regular City Council meeting on July 27, <br />2010. At that meeting there was some concern expressed relative to how this item would affect the usage <br />of roller devices in the COR development.
