<br />Councilmember Elvig stated we have an outstanding problem coming. We need to get <br />something started and he stated he would advocate we do the same for parks. <br /> <br />Councilmember McGlone commented that the guy who wishes to be rural uses all these services <br />of the City _ he suggested we should quit dividing up the City. All costs related to the City <br />should be spread across the City. He stated he would like to put it to the people - ask them if <br />they would pay $100 a year toward roadwork. We have the ability to ask questions in our utility <br />bills, etc. We should get the people's opinions. <br /> <br />Mayor Ramsey stated he would agree with Councilmember McGlone until we start pulling <br />money out of the guy's pocket - the guy on the back 40 is driving on MSA roads - not going <br />through your neighborhoods. <br /> <br />Director of Public Works Olson stated that the maximum levy - 0% plus market value increase- <br />used seven random properties and showed $1.5 million increase toward road construction. <br /> <br />Councilmember Look stated that at $100 per property - 9,000 properties - we are short a million <br />dollars. We do not have a transportation district. <br /> <br />Mr. Olson stated it's the general fund. <br /> <br />Councilmember Wise stated but then the County gets part of that. <br /> <br />Counci1member Look stated he has a problem with the policies here. We construct the roadway <br />-put in a sidewalk and put in planters. If we are trying to address road problems then it better be <br />for roads only. <br /> <br />Discussion ensued relating to the policies - it was commented that a road improvement project <br />has to be only a road improvement project. Mayor Ramsey asked Mr. Olson if this included <br />sidewalks to which Mr. Olson replied yes. Mr. Olson added that he was concerned about <br />Councilmember Elvig's comment about using the storm water fees - we said nine years ago we <br />would not use that storm water fee for anything else. <br /> <br />Mr. Ulrich stated that we have talked about transportation and a transportation fee - we have not <br />talked about a franchise fee. It is possible to make a case that a franchise fee is a good idea. <br /> <br />Councilmember Elvig left the meeting. <br /> <br />Councilmember Dehen stated we are debating on the fact that we have to pay for improvements <br />and how we are going to pay for the improvements - what are we really trying to decide. <br /> <br />Mr. Olson stated that if you take this step you are going to levy additional amounts to each <br />individual property owner and you have to have a good reason for that. <br /> <br />Mayor Ramsey stated that in effect, we cannot say everyone will get a $100 or $200 increase <br />unless we do a transportation fee. <br /> <br />City Council Work Session - June 29, 2010 <br />Page 8 of 10 <br />
