with the SAC/WAC charges, it was difficult for a company to come into the City. He believed <br />this achieved allowing the place to be usable for both this tenant and other tenants, and it brings <br />economic development to the City. <br />.O <br />Councihnember Dehen agreed with Councihnember Look about businesses being able to locate <br />in the City with these charges, but he was concemed the landlord was unable to negotiate the <br />lease if the City did not lower its SAC/WAC charges. He stated if the landlord would lower the <br />rates, it could also entice them. <br />Associate Planner Gladhill stated he believed the landlord had also made significant concessions. <br />Councilmember Elvig stated the landlord was frustrated in leasing this space and had made <br />significant concessions so he was comfortable moving forward with this. He indicated the <br />number of jobs created made this more reasonable. He stated his only concern was how they <br />posture this so it was not setting precedence for every retailer coming into the City. <br />Economic Development Coordinator Sullivan explained that by providing a subsidy to this it <br />would provide additional unsubsidized businesses into the area so he did not believe moving <br />forward would be precedent setting. <br />Councilmember McGlone asked if the public's investment would be protected. <br />Economic Development Coordinator Sullivan responded the deal was structured over five years. <br />Every year they had a restaurant that met the qualifications they did not need to pay it back, but <br />if they did not have a restaurant there, they would have to pay it back. <br />Councihnember Look stated generally, when they give this assistance, it would go into the TIF <br />district, while these funds would go into the general fund. He believed it would be a wise move. <br />Public Hearing <br />Mayor Ramsey called the public hearing to order at 7:17 p.m. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Dehen, seconded by Councilmember Look, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Look, Elvig, Jeffrey, <br />McGlone, and Wise.
