Finance Officer Lund stated you would probably want to have it be a fixed fee for a franchise <br />fee. Maybe it's time we did a $3 fee for residential and a $6 fee for commercial. We previously <br />charged the franchise fee for nine months and then stopped it because we made up the loss we <br />had from the Homestead Credit Loss. <br />Councilmember McGlone used the Andrie Street project as an example -now all these houses <br />are in foreclosure or for sale. He stated he is in favor of never paying anassessment - he would <br />rather pay higher taxes. <br />Finance Officer Lund stated that if we are under the levy limit you would have to bond and <br />assess 20%. <br />Councilmember Wise stated we are elected to run the City but he would like some public opinion <br />on all of this. <br />Councilmember Look commented about no safety in paying higher taxes if there is still an <br />assessment and he expressed concern about raising taxes now with all the foreclosures. <br />Councilmember Dehen stated there is never a good time to raise taxes. We did not take a look at <br />this in the banner years - so if not now -then when? It's shortsighted to not look at this. <br />Councilmember Look stated the issue we are talking about is that of discipline. When market <br />value goes up, we as a City make more money. Do we take money and build something or stick <br />it away. He wondered if there is interest in a survey. Are there different styles of financing <br />streets. <br />Mayor Ramsey stated he would not be opposed to a survey. We should ask people about a <br />franchise fee. <br />Councilmember Look stated he thinks we need a survey if we go to the legislature and start <br />lobbying -then we would have a professional survey to back us up. <br />Councilmember McGlone stated he is in favor of a survey. <br />Mayor Ramsey suggested referring the survey to the Public Works Committee to formulate <br />questions. We could look at the cost of a professional survey. <br />Councilmember Wise stated he would like an open house on the subject too. <br />Councilmember Dehen stated he is not in favor of doing asurvey - he feels it is a waste of time <br />- especially if it costs money. He suggested a survey just puts off the issue that much longer. <br />Councilmember Wise stated we will not fix it in the next couple years but we have to start <br />somewhere. <br />City Council Work Session -June 29, 2010 <br />Page 9 of 10 <br />
