Consent # 53' <br />ADOPT RESOLUTION AUTHORIZING ASSIGNING REMAINING 2010 HAPPY <br />DAYS WORK TO ALTERNATIVE STAFF DUE TO A RESIGNATION <br />By: Colleen Lasher, Interim Human Resources Representative <br />Background: <br />The annual Happy Days event is just a few weeks away. The City's Management Intern, Jessica <br />Hendricks has been coordinating the event thus far; however she recently submitted her letter of <br />resignation and her last day with the City will be August 20, 2010. Possible recruitment options <br />regarding the Management Intern position will be reviewed in late September or Early October. <br />For the time being, staff must consider options for timely staffing this year's event. <br />For this critical staffing effort, it is recommended that City Planner Tim Gladhill and <br />Administrative Assistant Kathy Schmitz be given additional compensation outside of their <br />regular jobs. <br />Both Mr. Gladhill and Ms. Schmitz have valuable Happy Days experience. Mr. Gladhill is an <br />exempt employee; therefore, the position is not eligible for overtime. Overtime is paid to other, <br />non-exempt staff, such as patrol officers, public works employees that work on the event. <br />Consequently, it is recommended that he receive a lump sum compensation equivalent to thirty- <br />two hours of his time, plus additional hours of vacation for any hours worked over thirty-two. <br />Ms. Schmitz is a part-time employee and it is recommended that her hours be increased by up to <br />approximately ten hours per week without overtime expenses to the City. <br />It is estimated that the event will require approximately 94 administrative staff hours for the four <br />weeks prior to the event; Forty-two of these hours will be allocated for Mr. Gladhill and fifty- <br />two for Ms. Schmitz. <br />The funding required for this proposal would be comprised of a lump sum payment for Mr. <br />Gladhill equivalent to approximately thirty-two hours of his time, or $1500.and approximately <br />ten hours of additional vacation leave as required to equal the estimated forty-two hours <br />mentioned above, but not to exceed twenty-five hours. Fifty-two hours of pay based fifty-two <br />hours worked for Ms. Schmitz at her base pay is approximately $1140.00. Total cost, excluding <br />Mr. Gladhill's vacation amount, comes to approximately $2640.00 and would come from the <br />general fund salary savings from the vacant intern position. <br />Recommendation: <br />Staff recommends that Mr. Gladhill receive a one-time lump sum payment and a one-time <br />additional vacation leave benefit as compensation and that Ms. Schmitz receive her normal <br />hourly rate of pay for the extra hours worked until the conclusion of Happy Days. <br />
