PERS: y Opt <br />CONSIDER RESOLUTION ACCEPTING THE ASSISTANT FINANCE OFFICER'S <br />RESIGNATION, AUTHORIZING STAFF TO PROMOTE THE EMPLOYEE IN THE <br />ACCOUNTANT I POSITION TO SENIOR ACCOUNTANT AND TO BEGIN A <br />RECRUITMENT TO REPLACE THE ACCOUNTANT I POSITION. <br />By: Colleen Lasher, Interim Human Resources Representative <br />Background <br />On July 29, 2010, Assistant Finance Officer Sandy Carlson submitted a letter of resignation. Ms. <br />Carlson's last day of employment with the City will be August 11, 2010. To encompass this <br />resignation, the finance department is looking at a restructuring for the short-term. The Finance <br />Officer is recommending that the position of Assistant Finance Officer not be filled at this time <br />due to current budget constraints. It is intended that the position of the Senior Accountant will <br />be reclassified to the position of Assistant Finance Officer as the required job skills & <br />supervisory skills are demonstrated. The current position of Senior Accountant would be <br />eliminated at this future date. To absorb a majority of the duties currently performed by the <br />Assistant Finance Officer, it is requested that the city's current Accountant I position (Denelle <br />McAlpine) be promoted to the title of Senior Accountant. Due to the internal promotion, the <br />Accountant I position becomes vacant. For internal control purposes (mandated by the State <br />Auditor) in having enough staff to oversee the financial transactions of the city, staff is proposing <br />that the Accountant I position be filled. The proposed restructuring would present an overall cost <br />savings to the city in an amount of approximately $30,000 <br />After conducting a thorough needs analysis the Finance Officer recommends filling the <br />Accountant I position immediately. <br />Staff Recommendation <br />Staff recommends that the City Council accept the resignation of Sandy Carlson, Assistant <br />Finance Officer and promote Denelle McAlpine, the city's current Accountant I to Senior <br />Accountant. The Senior Accountant's wage range would be $27.10 to $33.87 per hour with a <br />starting wage of $27.10 which is step 1 of the wage scale. In addition, based on the attached <br />needs analysis, staff further recommends that staff be authorized to begin the recruitment process <br />to fill the Accountant I position at a wage range of $20.78 to $25.97 with a starting wage of <br />$20.78 which is step 1 of the wage scale. <br />Funding Source <br />The Accountant I position is included in the General Fund (70%) and Enterprise (30%) Budgets. <br />For calendar year 2011, the resignation of the Assistant Finance Officer, the promotion of the <br />current Accountant I to Senior Accountant and the recruitment of a new Accountant I, will result <br />in an approximate net cost savings of $30,000 for personnel in the Finance Department. <br />
