PERS: q.#3 <br />CONSIDER A RESOLUTION AUTHORIZING AN ADJUSTMENT TO THE <br />COMPENSATION FOR THE DEPUTY CITY ADMINISTRATOR/COMMUNITY <br />DEVELOPMENT DIRECTOR POSITION <br />By: Kurt Ulrich, City Administrator <br />Background: <br />The incumbent in this position, Ms. Heidi Nelson, assumed the position of Deputy City <br />Administrator/ Community Development Director in June 2009, taking on the duties <br />and responsibilities of Community Development Director in addition to those of <br />Assistant (Deputy) City Administrator. No additional compensation was given at this <br />time. <br />Since taking the position, Ms. Nelson has successfully managed a wide breadth of <br />management responsibilities with a focus on development. During this period, Ms. <br />Nelson also obtained certification as an Economic Development Finance Professional <br />(EDFP) through a series of four non-consecutive training sessions of the National <br />Development Council. <br />Observations: <br />The position is primarily focused on community development and economic <br />development activities. Approximately 10% of the position is designated to <br />administration. This position is a key management position of the City, serving three <br />primary functions: <br />Deputy City Administrator: This position functions as second in command and <br />serves in top administrator in the absence of the City Administrator. Key <br />management activities such as personnel, IT, building management, contracts <br />and project supervision are supervised on a daily basis. <br />Community Development Director: As a department Head this position is one <br />of the most visible marketing and public relations positions of the City. <br />Supervisory responsibilities include planning, building inspection, economic <br />development and code enforcement. The position also is the staff liaison for the <br />Economic Development Authority (EDA). <br />Housing and Redevelopment Authority Executive Director: This responsibility <br />of chief executive officer of the HRA was added to this position in March 2010 in <br />order to emphasize and separate the role of the HRA in promoting development <br />activity, particularity in the COR (Ramsey Town Center) development area. <br />
