PUBLIC HEARING ON IMPROVEMENT PROJECT #10-25 <br />BITUMINOUS PAVING OF CHAMELEON STREET IN THE <br />SHAWN ACRES SUBDIVISION <br />By: Steven J Jankowski, Assistant City Engineer <br />Background: <br />CASE # &01 <br />A petition was received from 12 of the 20 property owners having frontage on Chameleon Street <br />on February 2, 2010 for the bituminous paving of this street between 173rd Ave (former CR 63) <br />and 176th Lane in the Shawn Acres subdivision. This project is similar to IP 08-32 which was <br />considered in late 2008, but which was terminated through the petition process in February 2009. <br />The project is proposed to grade and pave a 28 foot wide road centered within the existing 66 <br />foot right of way. The pavement section will consist of four inches of class 5 granular base, two <br />inches of bituminous base course, and 1.5 inches of bituminous wear course. This project will <br />also include the grading of ditches alongside the roadway and new culverts will be placed <br />beneath each driveway. Storm water improvements will direct drainage to discharge into utility <br />easements dedicated on the plat of this subdivision. Attached to this case is a copy of the <br />feasibility study which contains current and proposed conditions of the street along with the <br />project costs and the anticipated method of financing the improvements. This evening's public <br />hearing will gather input and comment on the project. <br />Following the public hearing, the Council should direct any revisions to the feasibility study it <br />deems necessary as a result of the comments made at the public hearing. The feasibility study <br />will serve as the basis for determining the work to be performed and the method in which costs <br />will be financed. Assuming no petitions are received from a majority of the benefited properties <br />opposing the improvement, the Council will be asked to order the projects at its October 26, <br />2010 meeting. It is anticipated that contracts could be awarded in May of 2011 and work will be <br />performed during June through July. Final costs will be presented at the assessment hearing on <br />September 27, 2011. <br />Notice: <br />Public notice has been published as required by City Code and Minnesota Statues Chapter 429. <br />Each property owner has received an individual notice of this hearing and a copy of the project <br />feasibility study. <br />Financing: <br />The total cost of the project is estimated to be $323,998 and is anticipated to be financed as <br />follows: <br />• $143,137 City General Fund <br />• $37,724 Storm Water Utility <br />0 $143,137 Property Assessments <br />
