PUBLIC HEARING ON IMPROVEMENT PROJECT #10-25 BITUMINOUS PAVING OF CHAMELEON STREET IN THE SHAWN ACRES SUBDIVISION By: Steven J Jankowski, Assistant City Engineer Background: CASE # &01 A petition was received from 12 of the 20 property owners having frontage on Chameleon Street on February 2, 2010 for the bituminous paving of this street between 173rd Ave (former CR 63) and 176th Lane in the Shawn Acres subdivision. This project is similar to IP 08-32 which was considered in late 2008, but which was terminated through the petition process in February 2009. The project is proposed to grade and pave a 28 foot wide road centered within the existing 66 foot right of way. The pavement section will consist of four inches of class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear course. This project will also include the grading of ditches alongside the roadway and new culverts will be placed beneath each driveway. Storm water improvements will direct drainage to discharge into utility easements dedicated on the plat of this subdivision. Attached to this case is a copy of the feasibility study which contains current and proposed conditions of the street along with the project costs and the anticipated method of financing the improvements. This evening's public hearing will gather input and comment on the project. Following the public hearing, the Council should direct any revisions to the feasibility study it deems necessary as a result of the comments made at the public hearing. The feasibility study will serve as the basis for determining the work to be performed and the method in which costs will be financed. Assuming no petitions are received from a majority of the benefited properties opposing the improvement, the Council will be asked to order the projects at its October 26, 2010 meeting. It is anticipated that contracts could be awarded in May of 2011 and work will be performed during June through July. Final costs will be presented at the assessment hearing on September 27, 2011. Notice: Public notice has been published as required by City Code and Minnesota Statues Chapter 429. Each property owner has received an individual notice of this hearing and a copy of the project feasibility study. Financing: The total cost of the project is estimated to be $323,998 and is anticipated to be financed as follows: • $143,137 City General Fund • $37,724 Storm Water Utility 0 $143,137 Property Assessments
