Slope Preservation Zone (SPZ) = land on and within 20' of bluffs and very steep slopes. <br />Shore Impact Zone (SIZ) = land located between the OHWL and a line parallel to it as 1/2 the required structure setback from the OHWL (but not less than 50') <br />or the area 50' landward of the OHWL in agricultural areas. <br />Prepared by Minnesota Department of Natural Resources, August 5, 2010 <br />Electrical distribution lines, transmission lines of less than 100kV, cables or similar conduits, wind energy conversion <br />systems less than SmW, and related structures and facilities shall require a CUP from the LGU. High voltage <br />Permitting <br />transmission lines, wind energy conversion systems >_ SmW, and pipelines shall be regulated pursuant to MS Chapter <br />216E, 216F and 216G, respectively. <br />Avoidance areas for utilities or transmission services include: <br />• bluffs, SPZ, and steep slopes; <br />• scenic intrusions into river valleys, and open expanses of water; <br />• scenic intrusions into areas such as ridge crests and high points; <br />Routing - <br />• wetlands; <br />Areas to Avoid <br />• naturally vegetated forested areas; <br />• soils susceptible to erosion, which would create sedimentation and pollution problems; <br />• areas of unstable soils which would be subject to extensive slippages; and <br />Public Utilities <br />• open space recreation areas. <br />With regard to locating the utility, overhead or underground: (1) primary consideration shall be given to minimizing <br />visual impact. (2) if overhead placement is necessary, the crossing should be hidden from view as much as <br />Structure <br />practicable; (3) regarding appearance of the structures, they shall be made as compatible as practicable with the <br />Design <br />natural area with regard to height and width, materials used, and color; and(4) regarding width of the right-of-way, <br />the cleared portion of the right-of-way should be kept to a minimum. <br />In the construction of utilities, the following guidelines shall be applied whenever practicable: <br />(1) construction in wetlands shall minimize damage to vegetation, prevent erosion and sedimentation; <br />Construction <br />(2) construction shall be undertaken at times when local fish and wildlife are not spawning or nesting; <br />Guidelines <br />(3) effective erosion and sedimentation control programs shall be conducted during all clearing, construction, or <br />reconstruction operations in order to prevent the degradation of the river and adjacent lands. <br />Slope Preservation Zone (SPZ) = land on and within 20' of bluffs and very steep slopes. <br />Shore Impact Zone (SIZ) = land located between the OHWL and a line parallel to it as 1/2 the required structure setback from the OHWL (but not less than 50') <br />or the area 50' landward of the OHWL in agricultural areas. <br />Prepared by Minnesota Department of Natural Resources, August 5, 2010 <br />
