NOTE CITY COUNCIL MINUTES <br />The following Council minutes were noted: <br />1) Draft City Council regular meeting minutes dated April 27, 2010 <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br />Case #1: Public Hearing — Request for a Conditional Use Permit to Operate a Daycare <br />in the B-1 General Business District; Case of El Gato con Botas Learning <br />Center, Doris Griep <br />Public Hearin <br />Chairperson Levine called the public hearing to order at 7:02 p.m. <br />Presentation <br />Management Intern Hendricks presented the staff report. <br />Citizen Input <br />Cindy Hilliard, 14020 Dysprosium Street, is concerned about the traffic the daycare will bring. <br />She stated that she is against the conditional use permit. <br />Doris Griep, the applicant stated she has been looking forward to starting a daycare where <br />children can learn Spanish and does not think the daycare will cause a traffic disturbance. She <br />stated she is going to maintain a very nice place and it will be something the neighbors can be <br />proud of and doesn't think they will cause any problems. <br />Commissioner Van Scoy questioned the amount of vehicles and time frame they will be coming <br />and going. <br />Ms. Griep, replied that the hours of the daycare are from six a.m. to six p.m. and she expects to <br />have six to eight employees. Parents will not be picking up their children all at the same time, <br />she will have up to 45 children in attendance. <br />Commissioner Cleveland asked how many sites she looked at and how Ms. Griep determined <br />this would be the best site for her daycare. <br />Ms. Griep also looked at places in Andover and thinks this location is the best place for her <br />daycare. There are requirements for licensing and she is following all the guidelines from the <br />Minnesota Department of Human Services and Minnesota Department of Education. <br />Commissioner Van Scoy asked if Staff looked into how the traffic would be impacted. <br />Planning Commission/June 3, 2010 <br />Page 2 of 6 <br />
