I hope you will consider them. Peggy Lynch <br />Recommendations for Critical Area Districts <br />1. All Districts should describe intent of what is being protected. <br />2. Boundaries should not go around specific land uses. Case in point. Kaplans on <br />the River was a recycling operation when the City decided to beautify the river. <br />That operation was moved. If industrial uses are there now, it might be prudent to <br />move them in the future. Another example - St. Paul intends to buy out recycling <br />operation near the entrance to Lilydale Regional Park. <br />3. Districts should be identified by major features of the river in existence as of <br />March 12, 1979, Legislation 116G.15. Gorge is unique for the entire length of the <br />River. It should stretch from Emerald Street in St. Paul to the I-35 bridge. <br />4. Ford Plant. St. Paul has created a special task force to make recommendations <br />about open space on the property. Policy makers are not considering high density <br />for this area. Staff might disagree with this but policy makers should make decision. <br />5. Land on river bluff which is now used for storage of trucks, etc. should be <br />included in District A. <br />6. Districts and maps should not relax any protections of the river corridor that are <br />currently in the intents and standards for the corridor. <br />7. Cultural and historical sites should be identified with overlay. There should be <br />special protections for views from and to these sites. <br />8. Area from I -35E to Otto — District F. <br />9. There should be no transportation district as transportation is allowed in each <br />district currently. <br />10. Area in pink in draft districts north of Pig's Eye Lake including DNR property, <br />Fish Hatchery Lake, Pig's Eye Lake Parkway should be included in District A. All of <br />Battle Creek located in the Critical Area should be in District A. <br />11. Battle Creek, Highwood and South Maplewood should be in District C. <br />12. Area along Warner Road from Lafayette to Pigs Eye Rd should be in District A <br />as it is all slated to be a park. <br />13. Area in pink west of Red Rock Rd that is wetland should be identified as A. No <br />wetlands should be developed. <br />
