20. That the Applicant has stated that the trees on the west side of the Subject Property would <br />conceal the majority of the detached accessory structure. <br />21. That the Applicant has stated that there is an approximately five (5) foot drop in grade on <br />the north side of the driveway. <br />22. That the City finds that the change in grade in the south-east corner creates an undue <br />hardship in locating the Structure in the south-east comer of the Subject Property. <br />23. The City finds that the depression in the north-east corner of the Subject Property may <br />cause minor seasonal flooding and thus creates an undue hardship in locating the Structure <br />in the north-east corner. <br />24. That the City finds that the separation required between buildings for access to Structure A <br />and the associated access for maintenance of an existing sand point well as well as an <br />approximate two (2) to three (3) foot grade change over a range of ten (10) to fifteen (15) <br />feet on the north side of the existing driveway for a maximum slope of 30% does/does not <br />create an undue hardship in locating the Structure north of the principal structure while <br />being located no nearer the front property line than that of the principal structure. <br />25. That the Subject Property can/cannot be put to a reasonable use without the variance. <br />26. That the plight is/is not due. to circumstances unique to the Subject Property and is not <br />created by the Applicant. <br />27. That the Variance will/will not alter locality's essential character <br />28. That economic circumstances alone do/do not create the undue hardship. <br />29. That, if granted, the variance will/will. not impair an adequate supply of light and air to <br />adjacent property. <br />30. That, if granted, the variance will/will not have the effect of allowing a use that is <br />prohibited in the applicable zoning district. <br />31. That, if granted, the variance will/will not increase the congestion on the public street. <br />32. That, if granted, the variance will/will not adversely impact the degree of public health, <br />safety and general welfare provided for in the Ramsey City Code. <br />33 That, if granted, the variance will/will not diminish established property values within the <br />neighborhood. <br />34. That, if granted, the variance requested i§/is not the minimum variance necessary to <br />accomplish the intended purpose of the Applicants. <br />35.
