HRA BUSINESS <br />Case #1: Request for Temporary Access and Utilization of a Portion of Outlot HH, <br />Ramsey Town Center Addition, to Facilitate Mitigation Work on the Adjacent Railroad <br />Right of Way <br />Planning Manager Miller reviewed in the staff report that BNSF railway is requesting temporary <br />access and utilization of a portion of Outlot HH, Ramsey Town Center Addition, as part of the. <br />Interim Use Permit granted to them in June of this year. <br />Tom Dahl with BNSF Railway was present to answer questions. <br />There was discussion of the impact on City owned property and Public Works Director Olson <br />discussed doing soil borings before and after the clean up. The City could do their own and <br />request reimbursement or the MPCA may offer to do them anyway. <br />Motion by Commissioner Elvig, seconded by Commissioner Ramsey to approve the request for <br />temporary access and utilization of a portion of Outlot HH, Ramsey Town Center Addition <br />subject to the soil borings. <br />Motion carried. Voting. Yes: Chairperson Dehen, Commissioners Elvig, Jeffrey, Look, <br />McGlone and Ramsey. Voting No: None. Absent: Commissioner Wise. <br />Case #2: Urban Land Institute Program: Housing Strategies in a New Economy <br />Planning Manager Amber Miller summarized in the staff report what staff learned at the Annual <br />Housing Initiative Conference. <br />Commissioner Look commented on three of the items in this report, which led to the following <br />discussion. <br />Commissioner Jeffrey discussed the Gen Y crowd and the next generation and that they don't <br />want the big house because they prefer to live in an area with many amenities. <br />Ms. Miller wanted to address Commissioner Looks concern about the population growth stating <br />that even though it is not high we are still seeing growth in the approximate number of <br />households, we are getting more new households but the size of the households themselves are <br />shrinking and that is why our population has not necessarily grown. <br />Commissioner Elvig asked if staff could put together a graph from the last five years showing the <br />size of the houses in the City. <br />No actions necessary, for information purpose only. <br />Housing and Redevelopment Authority /July 20, 2010 <br />Page 2 of 4 <br />
