CASE # '703 <br />CONSIDER AWARD OF CONTRACT FOR CITY PROJECT #08 -34, THE <br />BITUMINOUS PAVING OF 151 AND 152 AVENUES, AND FLUORINE STREET <br />By: Tim Himmer, City Engineer <br />Background: <br />On January 12, 2010 City Council authorized staff to prepare plans and specifications for the <br />bituminous paving of 151 and 152 Avenues, and Fluorine Street. This project was initiated by <br />a resident petition and will include the paving of an existing dirt street and the installation of <br />storm sewer. The project also includes the acquisition of required right -of -way to facilitate a <br />roadway connection of 152 Avenue through to Helium Street. <br />Observations: <br />This project will construct a 28' wide bituminous roadway, centered in the existing 66' right -of- <br />way. The pavement sections consists of a 4" class five granular base, 2" of base course, and 1 <br />'/2" of wear course; which section has been established as the minimum paving standard for <br />existing City streets. The design also includes the installation of both bituminous and concrete <br />curb; with the concrete curbing located within the MEADOWS subdivision to the west for <br />consistency and bituminous curbing in all other locations. <br />Bids for this project will be received and opened on Friday, September 10 at 10:00 am, and <br />forwarded to the Council via the ftp site and /or e -mail. The information will also be presented at <br />the meeting on September 14 for Council consideration. <br />Funding: <br />The engineer's opinion of probable construction costs is $305,000, with financing provided as <br />follows: <br />$114,000 from the City (taken from the 2010 annual Street Maintenance Budget) <br />$91,000 from the Storm Water Utility <br />$4,000 from the Water Utility Fund <br />$96,000 from property assessments <br />$305,000 <br />For many reasons this total is higher than what was included in the feasibility study for the <br />project. There is a need for substantially more storm sewer than was shown in the original <br />estimate due to existing site conditions that were discovered during the collections of field work. <br />The final numbers, once bids are received, will need to be reviewed for compliance with City <br />Charter and State Statutes should they deviate significantly from what was originally proposed. <br />Staff Recommendation: <br />Staff recommends that the City Council award a contract for City project 908 -34, the bituminous <br />paving of 15 1 St and 152 nd Avenues, and Fluorine Street, to XXX in the amount of $XXX. <br />
