Councilmember Elvig asked what about wells — is that still an option. Mr. Olson reiterated that eight is all DNR would give approval for but if you are doing that you will have to put in monitoring wells. Councilmember Elvig stated if we are going to do a water treatment as the DNR and Met Council mandate, maybe nine through 16 are available, if we do all this extreme work and show people we can do this. We are spending money but we are no further along in this process. Mr. Olson stated there isn't any surface water connection — then we can continue with ground water source. We should move forward and give them the quality of water they are paying for. Mayor Ramsey reported that County Commissioner Dennis Berg told him this was going to be a regional problem and a regional funding. This is just an informational piece and hopefully we can pursue additional funding. Bolton and Menk will come in pro bono and talk about what our next steps could be and look at the monitoring we have done. Councilmember Look stated that Cyonics was interested in this and he did not care who but they could do it for less than $20 million — drilling 9 — 16 for $14 million — that's a six million dollar savings. But if the DNR says you are not able to do that, then we need to bring it before State legislation Mr. Olson stated that we did talk to the DNR — they said we do not have anything. Councilmember Look stated we should look at the ultimate funding through the State. 3) Winter Sports Events Police Chief Way reported that last week he and the Mayor met with Pete Turok and the Mayor of Anoka and talked about the Mayor's Trail Ride. We will move forward and include six cities in our ride. The ride is scheduled for January 22. He summarized some tentative plans for the ride, which may include outdoor winter golfing, maybe a fishing tournament, etc. He stated he would try to get something in the Ramsey Resident and will continue to work with the Chamber of Commerce and expand to six cities. 4) 2011 General Fund Budget Finance Officer Lund disseminated a draft budget sheet and stated she is looking for direction to bring back to the August 24 meeting that shows a 37.81 tax rate for 2010 — 39.99 tax rate with a 5 percent decrease. We are looking at a 10 percent decrease. She showed an average home in Ramsey with a 39.99 tax rate — the City's taxes would go down about $20. She talked about one -time moneys and talked about pay down of debt — if we use $186,000 of one time money. City Administrator Ulrich asked if this is what the City Council is looking for for the August 24 meeting. $413,000 reduction in our levy — land does go up somewhat but the taxpayers are not City Council Work Session / July 13, 2010 Page 5 of 7
