I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br />Site Plan Review: <br />May 30, 2003 <br />Page .3 of 4 <br /> <br />Alpine Acres ?d Addition <br /> <br />Maximum Driveway Width: The maximum driveway width permitted for each unit is 20-feet. <br />The site plan appears to meet this requirement, however the site plan should be revised to include <br />this information. <br /> <br />Architectural Standards: Building elevations have been provided for the structures. However, <br />the in£ormation provided does not identify what the exterior materials will cons/st of for the three <br />unit structnres. The bnilding elevation plans need to be revised accordingly. <br /> <br />Landscaping: According to the plan dated April 30, 2003, there will be two 3-unit buildings <br />resulting in a total of six (6) units. For each unit, there should be a minimum of bvo overstory <br />trees, four ornamental trees, and twelve shrubs (resulting in a minimum of 12 overstory trees, 24 <br />ornamental trees, and 72 sl'u'ubs). <br /> <br />The plans indicate that seventy-three (73) shrubs will be installed, which exceeds (by one) the <br />minimum shrub requirements. However, it appears that only eleven (11) overstory trees and <br />twelve (12) ornamental trees are being planted. To meet the minimum requirements, at least one <br />additional overstory tree and twelve (12) additional, ornamental trees need to be installed. The <br />City needs to receive and approve a revised landscaping plan that shows these plantings as well <br />as the species and size. <br /> <br />All the species included in the species palette are acceptable as outlined in the Ramsey Tree <br />Book. Furthermore, all sizes indicated on the plan meet the minimum requirernents. One <br />concern regarding the species palette is the number of Norway Maples and Radiant Crabapples <br />being planted. The City would 1Jrefer to see a greater amount of species diversity to protect <br />against possible pest/pathogen infestations. Again, a revised landscaping pian showing a greater <br />mix o~' species should be submitted and approved prior to final plat approval. <br /> <br />Screening:. The R-2 district stipulates that a thirty (30) foot wide bufferyard be included <br />anywhere that a proposed higher density _zoning district abuts a lower density zoning district. <br />Within the bufferyard, an additional 10% percent of landscaping is required based on the <br />minimunx landscape plantings. <br /> <br />It should be noted that the R-2 district Screening and density transitioning requirements,' <br />addressed as part of the preliminary plat, conflict with one another. City Staff and the <br />Environmental Policy Task Force (EPTF) are currently reviewing the screening requirements <br />established in City Code to provide for a more effective and efficient means of requiring <br />additional plantings within the buffer corridor. Therefore staff is using the density transitioning <br />requirements to satisfy, screening due to density transitioning requiring more plantings in this <br />case. <br /> <br />Ground Cover/Irrigation: The development is required to establish sod in all areas not <br />improved with structures or pavement.
