P.W. CASE:~ <br />REQUEST FOR FEASIBILITY STUDY FOR EXTENSION OF SANITARY <br /> SEWER AND WATER THROUGH COUNTY DITCH 66 <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />On December 18, 2002, the City of Ramsey received the attached letter requesting that <br />the City of Ramsey prepare a feasibility study for extending urban services to the areas <br />outlined on the attached map. <br /> <br />On January 21, 2003, the Public Works Committee met and discussed the request and <br />offer the following motion: <br /> <br />Motion by Councihnember Cook, seconded by Councilmebmer Kurak, to recommend <br />that the City Council authorize staff to-hire Bolten and Menk at a cost not to exceed' <br />$8,500 for completing a feasibility study for extending urban services to the property <br />identified contingent upon an escrow being set up to cover all expenses including staff <br />time, the City not being held liable, and the City not having any liability to cover the <br />feasibility study by drafting a contract with the City Attorney, and contacting the MPCA <br />regarding lead contaimination standards. <br /> <br />On February 11, 2003, the City Council received a resolution from the Attorney that is <br />attached and did not ratify the recommendation of the Public Works Committee to <br />proceed with the authorization of the feasibility study at the Developer's request. <br /> <br />On February 18, 2003, Oakwood Land Development and John Rowe resubmitted their <br />request for the extension of urban services and have agreed in writing as part of their <br />petition to finance the preparation of the feasibility study. <br /> <br />On February 25, 2003, the Public Works Committee made a motion to table action for <br />three months to allow the new members of City Council to get more familiar with this <br />issue and the procedures of City government. <br /> <br />Since the City of Ramsey is not financially liable for the costs to prepare this feasibility <br />study, Staff recommends allowing the study to be prepared to analyze if it is not <br />financially feasible to extend urban services to these properties. <br /> <br />Committee Action: <br /> <br />Recommend to the City Council to authorize Staff to hire Bolten and Menk at a cost not <br />to exceed $14,050 for completing a feasibility study for extending urban services to the <br />property identified on the 'attached map contingent upon all costs to be reimbursed for the <br />feasibility study. <br /> <br />PW: 5/20/03 <br /> <br />-355~ <br /> <br /> <br />
