-36- <br /> <br />Councilmember Strommen inquired if there was a reason that they could not delay the next phase <br />of the study until the budget discussions in July. <br /> <br />City Administrator Norman replied that if they plan on beginning construction in two years, they <br />need to start the process now. <br /> <br />Mr. Baxley explained that if the Council is thinking of occupying the facility in two years there is <br />a year of planning that needs to occur and a year of construction.
