Councilmember ttendriksen inquired if staff was proposing to do one study for all areas or <br />breaking the project up into three separate projects. <br /> <br />City Engineer Olson replied that he was planning on doing one study with a breakdown of the <br />different areas. He inquired if the Committee would prefer to have one study or three separate <br />studies. <br /> <br />Councilmember Hendriksen stated that he would prefer to have three separate studies. <br /> <br />Councilmember Anderson stated that the reason the project was first discussed was to address the <br />drainage prob'lem in that entire area comprehensively so they need to make sure they are still <br />looking at the big picture. <br /> <br />Betty Pehlke, 5566 152nd Avenue NW, Ramaey, stated that there are two separate issues <br />regarding the proje.ct. The first has to do back when the City first presented an option to correct <br />the drainage problem, which would go through their property and they were concerned with <br />losing some large trees on the property. The City Council approved their plat with the r. easorfing <br />that they would agee to work with the City regarding an easement. After that point they .were <br />approached, by the City, regarding another problem and staff indicated that they wanted to extend <br />152nd Avenue through their property. Since that discussion they have given the City a letter of <br />intent, but at this time they are not in favor of the 152na Avenue going through their property, but <br />they are still willing to work with the City to resolve the issues. The majority of the ne!ghbors'in <br />their development do not want 152nd Avenue to go through. <br /> <br />Steve Likes, 15000 Helium Street..NW, Ramsey, stated that he purchased his property 15 years <br />ago and has a 2/3~acre and 1/3 acre lot. Since the very first time that the City discussed <br />extending water and sewer he has not seen any real reason why they extension ~vould benefit the <br />City, except for the couple of households that have requested it: All proposals they have seen <br />have been ridiculous. He does not see how extending sewer and water into their neighborhood <br />will benefit the City. He purchased his property for the space and quietness and he would like to <br />· keep it that way. Unless the City can put a bottom dollar no walk away cost offer on the table he <br />cannot see the project going forward, but he is not against seeing a feasibility study. <br /> <br />Jennifer Offisen, 15029 Helium Street NW, Ramsey, inquired if staff is directed to look at the <br />entire area as one project will they need to have signatures from 50 percent of the property <br />owners off the entire project or only from their separate developments. <br /> <br />City Engineer Olson replied that staff will be writing three different feasibility' studies, so the <br />residents would need to get 50 percent of the signatures from their individual developments. <br /> <br />Ms. Offisen stated that her neighborhood has not had a drainage problem and even if'they did she <br />did not understand how the idea of expanding City sewer and water into their neighborhood <br />would have any impact on correcting a drainage problem. <br /> <br />Public Works Committee/November 20, 2001 <br /> Page 4 of 13 <br /> <br />-36'~--7 <br /> <br /> <br />
