I <br /> <br />Councilmember Hendriksen inquired if language were added to the Comprehensive Plan wbJ. ch <br />stated that in order for sewer and water to Proceed in an orderly fashion the City found that they <br />could not force people to hook-up, would the Met Council look favorably at that language. <br /> <br />Ms. Haas Steffen replied yes. She recommended that the City submit a copy of the City Charter <br />when the Comprehensive Plan is submitted. She noted that the City of Ramsey is not the only <br />city that has provision that does not necessarily support the suggestions of the Met Council. <br /> <br />Councilmember Zimmerman stated that he thought there was a provision that stated that if the <br />City has a policy that was in conflict with the Met Council that the Met Council ~ould override <br />that policy. <br /> <br />Ms. Haas Steffen replied that the Met council does not have the authority to do so. <br /> <br />Councilmember Kurak stated that the Case up for discussion was in regard to a feasibility study <br />and requested that the Committee get back on that subject. <br /> <br />Ms. Offisen stated that many of the property owners in her development have three lots and she <br />was told that each three lots would be stubbed in with City sewer and water. She was also told <br />that if they wanted to hook-up to the furthest lot they could do so and not connect to the other <br />two lots, but she did not think that information was correct because they are required to have <br />one-acre lots for a private well and septic system. If it were a correct statement that the residents <br />could connect only one lot then there would probably be a big change in opinion regarding'the <br />project. <br /> <br />City Engineer Olson replied that h.e would address the issue in the feasibility study. <br /> <br />Wendy Stamen, 5540 152nd Avenue NVg, Ramsey, stated that she is a neighbor of the Pehlkes <br />and she purchased her home in 1989 purposely because it was in an established neighborhood <br />and it was on a dead-end. She stated that she does not want City sewer and water. The water <br />drainage that the City is talking about all-drains onto her property and they have made changes to <br />the property so that all of the water drains to the back so it is no longer a-problem. The drainage <br />problem was created by the Brandseth Addition. She also noted that she did not want the <br />extension of Helium Street to go through. <br /> <br />Lisa Pehlke, 5510 150th Lane NW, Ramsey, stated that the entire issue started because her <br />parents were trying to subdivide their property into two lots and no,k a lot of projects are being <br />tied into the creation of two lots. She did not think it was fair that her parents wanted to develop <br />one home and now it is being blamed for creating this problem. <br /> <br />City Engineer Olson replied that any development creates water run-off,' but the reason they <br />looked at drainage through the Pehlkes is because they connect the two developments.
