City Engineer Jankowski e,~plained the Street Maintenance Future Pro,am had indicated some
large expenditures coming up and they are in the process of spreading them out. The condition
of this street is still fair, and it would be scheduled for after 2003.

Councilmember Anderson asked the difference between the street construction costs listed and
the cost they will have any~vay when the overlay is completed.

Principal City Engineer Olson responded that was not the sole reason the feasibility study was
put together. Back in 2000 there was a request for a plat, there were drainage problems in the
area to the northeast and some drainage concerns and requests for sewer and water in the area to
the south. Their direction was to take a comprehensive look at this whole area, some things that
came from the discussions with the residents are addressed in this feasibility study. One issue
was "Due on Sale" where a property owner is required to hook up on the sale of their house. It
has been the general consensus of the Council to have that ordinance repealed. Staff feels that
can be accomplished upon the 60 day waiting period or at Council request. V9 hen there is a
feasibility report and a public heating is held, they must wait 60 days before action can be taken.

Councitmember Anderson commented that the amount t he residents need t o consider i s a n et
figure of the difference betwveen the feasibility report and the cost of the overlay due in 2003.

Councilmember Hendriksen stated before they assure people they will not be forced to hook up
they need to make sure some outside agency would not compel them to force the residents to
hook up. They could take the "Due on Sale" clause out of the ordinance but they need to be
cognizant of the Metropolitan Council and State as far as being required to hook up once sewer
and water is in a street. There was a statement made in the minutes of the Metropolitan Council
or their actual response to the City's Comprehensive Plan that included some verbiage that
suggested they were expecting the City to enforce that policy to force .peoPle to hook up. He
believes this is within two years.

Mayor G amec stated the only reason for putting sewer and water into any residential area in
Ramsey comes from the City Council, the blame or glory should, not be put on other agencies.
Fie stated that the Council is responsible unless there is a pollution problem, which every citizen
or the Council should be happy to solve.

Chairperson Zirnmerman stated over the last few years the State has gotten more power as the
Metropolitan Council forces zoning they do not want. The City is required to folloW their
Comprehensive Plan, which has to be approved by the Metropolitan Council. Whether they vote
in favor of this remains to be seen, they should get this information out so people can make a
decent decision.

Councilmember Anderson questioned if a lending establishment would give a loan to a
homebuyer if there were not sewer available.

Councilmember Hendriksen stated this would depend on how someone is purchasing the home.
It could be purchased with cash, or a lot of people on their second or third house may have a
substantial down payment and a commercial loan, which is far more lenient than an FI-IA or VA
loan. He stated his second point is that they are not trying to blame anyone as Mayor Gamec had

I
I
I
I
I
I
I

I
I
I
I
I'
I
I
i
I
i
I
