I I I I I I I I I I I I I I I I I I Councilmember Anderson requested Councilmember Hendriksen to identify which costs he disagrees with. Councilmember Hendriksen stated the total cost of the project placed the cost of each three lot unit at $40,000, however, this report puts their costs at $7,000 each. There is a .$33,000 difference, which suggests the City is going to be holding the bag on a quarter of a million dollars on this project. He stated that maybe the City will get it back and maybe they will not, but he does not think the Council ever had a discussion on how they would pay for the project and he opposes setting that expectation for the residents. Councilmember Anderson stated these funds are to be utilized for these kinds of projects. Councilmember Hendriksen responded they are talking about a substantial improvement to an area where they never intended to do substantial improvements. They are talking about doing the kinds of things developers do when they build a project. Councilmember Anderson stated when they ask a developer to do this it is as part of a project; this is existing housing. Chairperson Zimmerman asked if these funds are generated for maintenance or improvements. Principal City Engineer Olson responded they have been used for improvements and corrections of drainage problems, they have not been used for the ftmding of new pipes in a new development. Councilmember Hendriksen stated there is no way to replicate this model across the entire City. Motion by Councilmember Anderson, seconded by Mayor Gamec, to table discussion to a later part of the meeting and receive more information.
