Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #10-09- A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A REQUEST FROM THE CITY OF RAMSEY HRA FOR AN INTERIM USE PERMIT TO EXCEED SIGN RESTRICTIONS WHEREAS, the City of Ramsey received an application from the City of Ramsey HRA, hereinafter referred to as the "Applicant", for an interim use permit to install off -premise signage on the property generally located on Highway 10 approximately 2,600 feet east of Armstrong Blvd NW and legally described as follows: Unplatted City of Ramsey that part of the Northeast Quarter of Southwest Quarter of Section 28, Township 32, Range 25, Anoka County, Minnesota described as follows: beginning at the intersection of the easterly line of said Northeast Quarter of Southwest Quarter with the northeasterly line of U S Highway No 10 as monumented thence northwesterly along said northeasterly line of said Highway a distance of 386.98 feet thence northeasterly at right angles to said northeasterly line of said Highway to the southwesterly line of the Burlington Northern Railroad thence southeasterly along said southwesterly line of said railroad to the said easterly line of said Northeast Quarter of Southwest Quarterthencesoutherly on said easterly line to the point of beginning. ("Subject Property") NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY (the "City"), ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Applicant properly- applied for an interim use permit (the "Permit") to install a permanent, off -premise, pylon -style ground sign on the Subject Property. 2. That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 117-52 (Interim Use Permits) of the City Code on September 16, 2010 and that said public hearing was properly advertised, and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. 3. That the Subject Property is approximately 1.70 acres in size. 4. That the Subject Property is zoned H-1 Highway.10 Business District. 5. That the Subject Property has no improvements on it currently other than a storm pond. 6. That the Subject Property has public road frontage along Highway 10 NW. 7. That the parcels to the east and west of the Subject Property are also zoned H-1 Highway 10 Business District, the parcel to the north (across the railroad tracks) is zoned TC-1 Town Center District, and the parcel to the south of the Subject Property (across TH 10) is zoned B-2 Business. 40
