Gladhill, <br />On behalf of the Ramsey HRA, we are requesting approval of an interim use permit for three off - <br />premises sighs in support.of The COR: <br />• Rehab Pylon A. This an existing sign located at the northeast corner of Highway 10 and Ramsey <br />Boulevard. <br />• Rehab Pylon B. This is an existing sign located at the northwest corner of Highway 10 and <br />Armstrong Boulevard <br />• Community Pylon. This a new sign proposed between Highway 10 and City Hall near the future <br />Northstar Station <br />We are requesting the interim use permit to allow signage in support of the COR development. We <br />have reviewed the interim use permit standards in Section 117-52 of the ordinance, the Town Center <br />district standards in Section 117-118 and the sign standards.in Division.8 of the ordinance. We find <br />that the proposed use is consistent with the intent of the district guidelines. Specifically, the interim use <br />permit standards have been as follows: <br />a. The use conforms to the zoning regulations. - <br />. The signage complies with the purposed and intent of the zoning regulations. The signs would include <br />a mix of development signage and tenant signage to create provide way finding to The COR, which is a <br />regional destination for commercial, retail, residential and recreational activities. The signage is <br />proposed on three_separate city -owned parcels. The proposed signage would be consistent with the <br />overall theme of the development and would help visitors find their way from Highway 10, across the <br />railroad tracks into The COR. <br />The interim use permit is.requested to allow rehabilitation of two off -premises signs (Pylon A and Pylon <br />B). Since the project is simply rehabilitation of existing signs, the height and size of these signs is <br />consistent with ordinance requirements. We would prime and repaint the existing sign frames, replace <br />the sign lexon sign panels and add landscaping at the base. <br />The new sign would be the primary signage for the project. This sign would be 30 feet high and 15 feet <br />wide. The 235-square foot sign face would allow adequate space for a large development sign, tenant <br />signs and an electronic message board that could be used for community events. The sign would have <br />a brick base and would be internally light. The interim use permit is requested to allow an off -premises <br />sign in this location and to exceed the size limitation for a freestanding sign. <br />i <br />
