Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #10-06-131 <br />A RESOLUTION APPROVING A JOINT POWERS AGREEMENT FOR THE <br />CREATION OFA BOAT LANDING WITHIN THE MISSISSIPPI WEST REGIONAL <br />PARK <br />WHEREAS, access to parks, natural resources, open space and recreation areas, are <br />essential to the quality of life, health and welfare of the city of Ramsey and Metropolitan Area <br />residents; and <br />WHEREAS, county and municipal park systems play an ever-important role in <br />providing a diversity of needed recreational opportunities to individuals and families; and <br />WHEREAS, the City of Ramsey and Anoka County have, and will continue to meet <br />these needs through cooperative and connected recreational improvements around and within the <br />vicinity of the 204 acre Mississippi West Regional Park, one of which is proposed to be a boat <br />landing and fishing pier with appurtent facilities; and <br />WHEREAS, there is limited shore fishing opportunities and no boat landings along the 5 <br />miles of the Wild and Scenic Mississippi River in Ramsey; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) That the City of Ramsey hereby allocates $18,000.00 in Lawful Gambling Improvement <br />funds for capital improvements to Anoka County Parks to for motor vehicle access, <br />parking, boat landing with concrete planks or ramp, fishing pier and related amenities to <br />be constructed no later than 2011. <br />2) That additionally, up to $372,000 in Park Trust Fund monies are to be paid to Anoka <br />County to be used for the capital improvements named herein, but that these funds are <br />interim in use, and Anoka County will commence the construction of the improvements <br />after receiving notice of eligibility from Metropolitan Council for repayment of these <br />monies back to the city of Ramsey. <br />3) That without regard for receiving external funding for those city of Ramsey funds for this <br />project, over and above a $20,000 contribution, the city of Ramsey will receive full <br />reimbursement from Anoka County no later than 2016. <br />4) That the attached Joint Powers Agreement for construction of boat launch facility at <br />Mississippi West Regional Park is hereby approved with the conditions above. <br />RESOLUTION #10-06-131 <br />Page 1 of 2 <br />
