Absent: Commissioners Brauer, Dunaway, and Rogers. <br />Motion by Commissioner Cleveland, seconded by Chairperson Levine to recommend that City <br />Council adopt the resolution granting approval of a conditional use permit to exceed sign <br />restrictions at 7245 Highway 10 NW, based on the Findings of Fact, and declaring terms of the <br />same. <br />Motion Carried. Absent: Commissioners Brauer, Dunaway, and Rogers. <br />Case #2: Request for Sketch Plan Review of Rivers Bend Bluffs; Case of River's Bend <br />Holdings, LLC <br />Presentation <br />Associate Planner Gladhill presented the staff report. <br />Board Business <br />T V Rao, 14359 Waco Street, stated that he thinks leaving it as one piece and leaving the smaller, <br />probably unusable lot attached to the park as a sliding hill for the kids would be a better option. <br />Associate Planner Gladhill responded that both proposed lots are encumbered by the purchase <br />agreement with River's Bend Holding, LLC, and at this point to make changes to that purchase <br />agreement could cost in excess of $200,000. <br />Pam Fredrickson, 14337 Waco, asked how it would affect the purchase agreement if the variance <br />had not been approved tonight. <br />Associate Planner Gladhill, responded that the variance approved this evening would have no <br />bearing on this request. The variance was specific to parking lot standazds. What we are looking <br />at is that it meets the minimum lot size and has a buildable azea. <br />Ms. Fredrickson asked the Commission why they zoned the parcel to R-3 Residential. <br />Associate Planner Gladhill stated it was the result of the 2001 public planning process which was <br />part of the 2020 comprehensive plan. The City Council could address it again, however, that <br />would have an impact on the purchase agreement that was executed in 2006. Concerns can be <br />directed to Staff, which would be forwazded to City Council when this sketch plan moves <br />forward. Residents can also contact their City Council members with their concerns. <br />Associate Planner Gladhill continued that the role of the DNR in the Wild and Scenic District is <br />legislative, they set the rules and the City passes ordinances that are in accordance to that.
