liability for property values. He has a daughter and son-in-law that work in such a facility in WI <br />and it is a controlled environrnent until it is not a control environment. He thought additional <br />police coverage should also be considered. He also was wondering if he will have to pay more <br />for home owners insurance. He stated that this is a much more commercial building than a <br />residential building. <br />Larry Nelson, 14593 Waco Street, stated he did not think the zoning should be R-3 High Density <br />Residential,. and that high density is not the proper use of the land. <br />Ms. Matthews stated in response to putting the facility in Town Center, that she did go to the <br />City and was told that there are plans for those lots. She continued that she wants trees and <br />foliage so the women can have some time for themselves. <br />Christine Bell, 14336 Waco Street, asked how many residents there would be in the facility. <br />Associate Planner Gladhill answered there were 13 dorm style rooms with plans to house .four <br />residents in each room. <br />Ms. Bell continued that she thinks this is a poor location. The trees are on the bluff and not <br />around the building, the traffic becomes a much greater issue with delivery trucks; vehicles now <br />aze going through red lights and questioned the ability to get a turn lane on Xkimo Street. She <br />stated that there was no guarantee that women would continue to be the residents in the future. <br />Janice McKellips, 14433 Waco Street, stated she was concerned with property values and that <br />they bought the homes for their serenity. She is also concerned with safety of the children in the <br />neighborhood. <br />Jay Sheldon, 15490 Yakima Court, stated he lives about a mile north of the neighborhood and <br />that he agrees that this is not a good location with the liquor store, bar and park in the area. He <br />stated he thinks the parcel should remain pazk. <br />Mr. Rao, stated this model concentrates the customers so the pushers can go to one spot. It <br />seems to him that the clients should be spread out, which would make it more difficult for the <br />drug pushers. <br />Pam Fredrickson, 14337 Waco Street, would like to have the Commissioners go on a field trip <br />and-see how the traffic is in the area during rush hour. <br />Ms. Matthews, responded that she has operated treatment centers for over 22 yeazs and has never <br />had beer bottles and pushers hanging out in the azea of the facility. This is a preventive place. <br />Randy Sieben, 14348 Waco Street, stated he and his family makes use of the park and wants to <br />echo what the others have said. <br />Marilyn Potter, 14368 Waco Street, stated she lived on the west side of Anoka at one time and <br />has friends still there that are very unhappy with what is happening on Ferry Street.
