Background: <br />Analysis: <br />CONSIDER PARKING RAMP PHASE II DESIGN SERVICES <br />By: Brian E. Olson, Director of Public Works / Principal City Engineer <br />HRA Case # I <br />The City of Ramsey obtained a Congestion Mitigation Air Quality Program (CMAQ) grant in <br />2006 to add 200 stalls to the existing parking ramp. The focus of the CMAQ program is funding <br />transportation programs that reduce vehicle tailpipe emissions and is a national program locally <br />administered by MN /DOT. The parking ramp currently serves the Municipal Center and the <br />Ramsey Star Express riders. It will serve the users of the future buildings to be constructed west <br />of the parking ramp and Northstar Commuter Rail riders when the Ramsey Station is <br />constructed. The grant is in the amount of $3.5 million and the deadline for submission of the <br />design was March 2010. <br />In February of 2010 the design was completed and submitted to MnDOT for approval so we <br />would not lose the funding for the parking ramp expansion. This design included a connection to <br />the VA as the HRA was putting together a proposal at that time. Since the discussions have <br />begun with another user west of the ramp, the design will have to be modified. A schedule will <br />have to be completed, cost estimates revised and a construction management contract will have <br />to be executed. <br />LSA Design, Inc. has all of the architectural drawings, renderings and shop drawings for the <br />existing ramp and completed the design for the expansion of the ramp. They are intimately <br />involved with the current design which they completed on time and within budget. They were <br />extremely responsive and submitted the design to Staff and assisted Staff in no less than 4 <br />meetings with MnDOT to get the design approved before the sunset date on the grant. Any <br />changes to the design will require an amendment to the LSA contract as it is imperative that the <br />licensed engineer sign the structural plans for any revisions and provide consistency of <br />Consultants throughout the contract administration process. <br />The purpose of this case is to gain consensus on the process of soliciting proposals for the <br />parking ramp design changes and construction administration for the parking ramp expansion <br />project before soliciting any proposals. The existing financing policy outlines the process of <br />requiring multiple proposals and issuing an RFP for any Consultant contract over $15,000. The <br />contract administration for the first phase of the parking ramp was $214,200 with approximately <br />$75,000 covering special inspections, soils engineering, etc. <br />Financing: <br />The funding for the design work will come from the Landfill Trust Fund. The HRA will be <br />asked to approve the contract with LSA Design, Inc. to perform the work for the final design and <br />construction administration of the 200 car parking ramp expansion. Proceeds from the sale of <br />land in COR will be used to reimburse the Landfill Trust Fund. <br />
