CITY COUNCIL WORK SESSION <br />Topic Report: Update on Armstrong <br />Boulevard and TH 10 Interchange, and <br />Discuss Draft of the Metropolitan Council <br />Transportation Policy Plan (TPP) <br />By: Tim Himmer, City Engineer <br />Background: <br />The City entered into a Joint Powers Agreement (JPA) with Anoka County on May 12, 2005 for <br />construction of certain regional roadway improvements associated with Ramsey Town Center. One of <br />the associated projects was the upgrade of Armstrong Boulevard at TH 10, with planned upgrades <br />similar to those already completed on Ramsey and Sunfish Lake Boulevards. The Armstrong project <br />was scheduled for construction in 2009; however during the plan approval process in 2008 the City <br />Council directed staff to investigate the option of constructing an overpass instead of the proposed <br />interim improvements. The City Council agreed to a JPA revision on March 10, 2009, and City and <br />County staff began investigating options for an Armstrong Boulevard interchange over the BNSF <br />railroad tracks and TH 10 with the chosen consultant WSB Engineering. <br />As the project team was preparing for the second public open house it was decided to place the project <br />on hold pending the outcome of the Met Council's draft TPP, which is currently out for public comment <br />through October 7, 2010. There are many items in this plan that would make the construction of an <br />interchange at this location impossible. Kate Garwood, Anoka County Multimodal Transportation <br />Planner, will be present to participate in the discussion so that formal comments to this plan can be <br />drafted and submitted to the Met Council for consideration. A public hearing is scheduled for <br />September 27, 2010, and it is anticipated that the plan will be adopted sometime later this year. <br />Attached is a copy of the TPP for your review prior to the meeting.
