CITY COUNCIL WORK SESSION
Topic Report: Update on Armstrong
Boulevard and TH 10 Interchange, and
Discuss Draft of the Metropolitan Council
Transportation Policy Plan (TPP)
By: Tim Himmer, City Engineer
Background:
The City entered into a Joint Powers Agreement (JPA) with Anoka County on May 12, 2005 for
construction of certain regional roadway improvements associated with Ramsey Town Center. One of
the associated projects was the upgrade of Armstrong Boulevard at TH 10, with planned upgrades
similar to those already completed on Ramsey and Sunfish Lake Boulevards. The Armstrong project
was scheduled for construction in 2009; however during the plan approval process in 2008 the City
Council directed staff to investigate the option of constructing an overpass instead of the proposed
interim improvements. The City Council agreed to a JPA revision on March 10, 2009, and City and
County staff began investigating options for an Armstrong Boulevard interchange over the BNSF
railroad tracks and TH 10 with the chosen consultant WSB Engineering.
As the project team was preparing for the second public open house it was decided to place the project
on hold pending the outcome of the Met Council's draft TPP, which is currently out for public comment
through October 7, 2010. There are many items in this plan that would make the construction of an
interchange at this location impossible. Kate Garwood, Anoka County Multimodal Transportation
Planner, will be present to participate in the discussion so that formal comments to this plan can be
drafted and submitted to the Met Council for consideration. A public hearing is scheduled for
September 27, 2010, and it is anticipated that the plan will be adopted sometime later this year.
Attached is a copy of the TPP for your review prior to the meeting. Staff will present some comments at
the meeting that have already been formulated and seek Council direction on how to proceed.
Action Statement:
Discuss and prepare comments to the TPP.
Attachments:
Draft TPP
Reviewed by:
Director of Public Works% -
City Administrator
CCWS: 9/28/10
