Conversely, the 500' + of boardwalk to the east of the Rhinestone cul de sac are not essential
whatsoever for utility maintenance , and are not as critical as connecting greenway or trail as in
the case of the section above. Therefore, in thorough and detailed communication with the five
residents on the east side of Rhinestone, staff has proposed, and some or all of the residents have
`accepted,' the resolution of the confusion surrounding the 500' feet of boardwalk — as the
elimination of this portion of the project (the boardwalk), and instead, the striping of a bike lane
on that section of street. (The portions of trail or boardwalk proposed to be removed from the
project are `scribbled' out in the exhibit in red.)
The bike lane would require that regular parking not be allowed within it, which requires a
Council Resolution. If City Council concurs that this is the best resolution to this matter, staff
will place on a subsequent Council consent agenda the appropriate resolution.
It is fully anticipated by the evening of the work session, that all five landowners will have
placed `in writing' their support of the bike lane proposal.
Funding:
Funding has already been appropriated, and the bike lane costs while minimal, are covered by
the aforementioned Letter of Credit.
Action Statement:
Acknowledge the process in correcting easement inadequacies; and consensus direction to place
a Resolution for an approximate 450' bike lane to be implemented for the east side of Rhinestone
Street cul de sac in SweetBay Ridge on a subsequent Council agenda.
Reviewed by:
City Admini tor
CCWS: 9/28/10
